The Poem Farm - Amy Ludwig VanDerwater is an author and teacher with a plethora of challenges/prompts.
Laura Shovan is an author/poet who offers a ton of resources on her website, not the least of which is current prompt: #waterpoemproject.
Laura Purdie Salas is an author/poet who has a ton of prompts and writing resources on her website.
Live Your Poem with Irene Latham is another great resource for all things poetry – prompts to books.

Useful resources for submission opportunities:

Resources offered by SCBWI: workshops and webinars - some of which offer submission opportunities.
Poets and Writers free Database of Literary Magazines – this tells you the reading period, the genre, and gives the link to the individual literary magazine. You can filter your search in various ways.
Popular children’s magazines: Highlights Magazine Group and Cricket Media Group are two biggest, but more are out there – think niche: by country for example: Caterpillar Magazine (Ireland)
Subscribe to FREE weekly newsletters like Author’s Publish or Writer’s Relief (WR has other fee-based resources, but also many free publishing leads). Writer’s Digest also has publication resources. 
Sign up for  daily poems from tiny words for haiku-ish poems that have calls for submissions in August and February.
There is also Submishmash Weekly  and Publishing...and Other Forms of Insanity which have great submission opportunities.
And for writers who are also teachers, Teach Write has great resources.
